Operations Research and Modelling on the Development of a Strategic Roadmap for the Implementation of mHealth Services in the Philippines

In the implementation of the Philippine Health Agenda (PHA) 2016-2022, one of the strategies identified to realize the national health system guarantees is to invest in eHealth and data for decision making. Included in the identified interventions to tangibly realize, streamline, and optimize the investments in eHealth and data for decision making is the conduct of an operations research that will include the modelling and development of a strategic roadmap for the implementation of mHealth services in the Philippines.

With the proliferation of mobile phone use, the Philippines has long recognized the role of mobile health (mHealth) as a tool for various public health interventions. Timely, evidence-informed decision-making is critical, especially with regards to the regular submission of clinical, administrative, and financial data, which drives performance for care.

To date, various mHealth services have been made available to the general public for consumption. Among these are mHealth solutions for health emergencies, appointment reminders, health promotion, treatment compliance and patient monitoring, health surveys and for other data collection purposes. However, most of these mHealth solutions are still in the pilot stage and no national framework to guide its growth, scale its impact, and ensure its sustainability. Specific examples are the DOH subnational mHealth projects such as Watching Over Mothers and Babies (WOMB); Maternal and Neonatal Death Reporting System (MNDRS); Surveillance in Post Extreme Emergencies and Disasters (SPEED), a post-disaster reporting and response system; and the mCessation program.

Crafting and establishing a strategic roadmap for the implementation of mHealth services in the Philippines will guide the DOH in defining the scope and levels of functionality of mHealth service systems/applications and how these interoperate with existing eHealth solutions (e.g., electronic medical record or EMR systems); and developing options for scaling mHealth service implementation in terms of service provision, privacy, security and information exchange, program management and evaluation.

It is high time for the government to learn how to streamline and integrate mHealth into an overall thrust to strengthen national and local health systems and services, most especially in the creation of service delivery networks for universal health care (UHC).

mHealth

The project aims to develop a strategic-tactical roadmap to guide the implementation of mHealth services in the country within the FOURmula One Plus for Health Framework of the DOH and aligned with the goals of the UHC law. 

1A. Define the scope and levels of functionality of a standard mHealth service system/application;

1B. Define how mHealth applications interoperate with existing eHealth solutions;

2. Develop options for scaling mHealth service implementation in terms of service provision, privacy    and data protection, security and information exchange, standards and interoperable technologies, program management and evaluation; and

3. Develop guidelines and tool(s) to support health technology assessment and for measuring compliance of mHealth services with existing regulations
